With the stroke of a pen, the No Child Left Behind Act became history on Thursday, Dec. 10. President Barack Obama signed the bipartisan bill, the Every Student Succeeds Act, drafted by the House and Senate conference committee which replaces NCLB.
Here are some highlights from ASCA’s write up:
The bulk of school counseling provisions and opportunities for funding are found in Title IV, part A: “Student Support and Academic Enrichment Grants” of ESSA. ASCA is pleased with the Senate and House negotiations and believes this section has many opportunities for districts to expand their school counseling programs.
The purpose of Title IV is to increase the capacity of states, school districts, schools and communities to:
1. Provide all students with access to a well-rounded education (This section refers to STEM, the arts, PE and other subject areas.)
2. Improve school conditions for student learning (This section has several school counseling provisions, including the language “provide mentoring and school counseling to all students.”)
3. Improve the use of technology to improve the academic achievement and digital literacy of all students
This is great news for the RISING UP: Coaching Program as dollars and support will become available in your state to use towards programs that help increase SEL readiness and provide mentoring opportunities. We know from research there is a direct correlation between peer-to-peer programming and positive school based outcomes, better acquisition of knowledge, and better connectedness to peers and school.
